As demands on existing infrastructure grow, are there more effective ways to complete major projects? Recent legislation allows special districts to adopt progressive design-build project delivery methods, enabling the hiring of design and construction teams at the outset of a project. This approach offers special districts the opportunity to collaborate with preferred teams, potentially reducing project risks, saving costs, and improving infrastructure outcomes. However, it can also introduce unforeseen legal, practical, and political challenges. This presentation will explore how special districts can successfully implement progressive design-build and other underutilized alternative project delivery methods to build public infrastructure.
